1: WHO ARE THE MARGINALIZED PEOPLE IN TANZANIA?
The marginalized people of Tanzania are found in the vulnerable groups which include women and youths.
These are the poor who lives below poverty line, surviving under one US $ per day. They can not access funds from formal financial institutions due to lack of collateral property.
In Tanzania those who are below the poverty level are those who earn below Tshs …………… (US $ ….) Per month. Basic food for a family with an average of six members costs Tshs ………and education for at least three children costs Tshs ………. Per year. So with the income that this group earns per month they can only buy food and shelter but they can not send their children to school.

2: WOMEN AND YOUTH GROUPS.
GENDER POLICY WITH EMPHASIS ON REACHING AND SERVING THE WOMEN:
We shall endeavor to give special emphasis on women projects, to ensure that not less 50% of the Development Capital Fund goes to women projects. One of the strategies to ensure gender balance in staffing where the staffs male/female ratio shall be so 50/50 at most or 40/60 at least.
YOUTH DEVELOPMENT:
ECLOF Tanzania shall strive to reach youths directing to them at least 20% of the loan funds especially the General Capital Loan Funds. Schools, vocational education, informal training facilities and other youth oriented projects will be included in this component when assessing project beneficiaries.
ENSURING 10% OF THE CLIENTS ARE YOUTHS:
We shall ensure that 10% of all our clients are youths. Projects that are labour intensive and ere youth based such as knitting, sewing, poultry or swine raising, automotive repairs and appliances repair shops shall be prioritized by ECLOF Tanzania.
